NARRATIVE:

Robert A. Gabbay, M.D., Ph.D. is Professor of Medicine, College of Medicine Division of Endocrinology, Diabetes and Metabolism and Director of the Penn State Institute for Diabetes and Obesity and Penn State Hershey Diabetes Institute.
Dr. Gabbay’s research interests have spanned a variety of approaches to improve care with peer-reviewed publications examining the role of the Patient-Centered Medical Home, motivational interviewing, the Chronic Care Model, nurse case management, behavior change, innovative technologies and therapies, improved inpatient management, podiatric care, and the use of registries.

Dr. Gabbay currently serves as faculty chair of Pennsylvania’s statewide Chronic Care Model-focused Patient Centered Medical Home (PCMH) initiative involving more than 150 primary care practices with support from 17 payers. He is also the Principal Investigator of two AHRQ-funded PCMH projects. The first, studies the experience of 25 practices in the first regional rollout of the Pennsylvania initiative in Southeast Pennsylvania (5R18HS019150-02). Under the R18, Dr. Gabbay is using a mixed methods approach to evaluate the clinical and proximal outcomes of the PCMH intervention, the effects of the intervention on resource utilization and costs, and patient and provider satisfaction and experience with the PCMH intervention. In the second study, Dr. Gabbay has been selected by AHRQ to help develop state-level infrastructure for primary care transformation under AHRQ’s Infrastructure for Maintaining Primary Care Transformation (IMPaCT) program (1U18HS020988-01). Pennsylvania was one of four states selected for this initiative aimed at laying the foundation for a nationwide Primary Care Extension Service. Moreover, Dr. Gabbay is also the Principal Investigator a project funded by the Pennsylvania Academy of Family Physicians (PAFP) which evaluates the effectiveness of the PAFP’s Residency Learning Collaboratives. The purpose of the Learning Collaboratives is to transform primary care residency programs across Pennsylvania into medical homes in order to train the next generation of primary care providers.

Dr. Gabbay will also be leading a National AHRQ funded ‘Transforming Primary Care Grantee Conference’ which brings together 14 research teams investigating patient-centered medical home pilots. In order to integrate lessons learned by all grantees, he will be leading a series of published papers, policy briefs, pod casts, and web videos on the areas of care-management, team-based care/buy-in and personal transformation.

Dr. Gabbay also leads the Hershey Medical Center site for TrialNet, which is a global effort to explore ways to prevent, delay, and reverse the progression of type 1 diabetes.. He has conducted a number of studies exploring the role of new technologies to improve diabetes care and approaches to enhance inpatient diabetes management.

Dr. Gabbay’s research has also focused on optimal approaches to provide self-management support and engage patients in their care. As site Principle Investigator of a Department of Defense-funded randomized clinical trial, various levels of self-management support were compared in improving behavioral and clinical outcomes and patient experiences in primary care. Previously, he led the Diabetes Nurse Case Management and Motivational Interviewing for Change (DYNAMIC) study that involved motivational interviewing along with an implementation of clinical guidelines for individual follow up in diverse patient populations in primary care. He also has an interest in the role of behavior change counseling in primary care and was part of an R34 NIDDK-funded project examining the role of training primary care providers in motivational interviewing.

Originally a native of New York City, Dr. Gabbay completed his Bachelor’s Degree at McGill University. He then earned his Ph.D. in Biochemistry from the University of Wisconsin where he studied insulin signaling mechanisms. After an Internal Medicine Residency at Cornell University - New York Hospital, he had a Fellowship at Harvard Medical School - Beth Israel Deaconess Medical Center. He joined the Penn State Hershey College of Medicine in 1998. Dr. Gabbay is a tenured Professor of Medicine at the College of Medicine as well as the Department of Molecular Medicine. He also maintains an active endocrinology clinical practice for over 20 years.
